Mission

Interstate Association for Stolen Children (I.A.S.C.) is a nonprofit organization that intervenes directly in non-family child abduction cases and is involved in the relentless pursuit of predators. All actions are coordinated with law enforcement.

We have been serving communities for over a decade. Our community outreach programs and youth initiatives are designed to help those in need. Our goal as an organization is to help children.
Our mission is to support the members of all communities in their time of need, and work towards a greater good. We are tireless in our efforts to help families of missing children as well as families with children. We help those seeking help in a time of need. Our non-profit organization serves people of all races, creeds, and religions. We do not discriminate. We merely support our fellow citizens, and serve as a guiding light.

Interstate Association for Stolen Children (I.A.S.C.) not only aids in the investigation and recovery of non-parental abductions but also those children who have been taken into the dark world of Domestic Human Trafficking, more commonly known as Prostitution. Our team keeps up-to-date training, resources and knowledge of what goes on in this underworld of modern day slavery. We are extremely dedicated in bringing these children home and insuring their safe rehabilitation. We have successfully Investigated, researched and searched the streets in order to make this happen. Interstate Association for Stolen Children not only has the training and experience in this area but also has a team of parent volunteers that have lost a child to this underworld of Human Trafficking. These parents were once out clients, who before seeking the assistance of IASC spent many sleepless nights and placed themselves in dangerous situations searching for their child with no success. We here at IASC, educate and guide our clients in the process of finding their child in order to insure their safety. We believe that coming together as a team; Local Authority, Federal Agents, Missing Children’s Organizations, along with parent cooperation insures the success of bringing our children home. 

IASC offers support and assistance 24/7 to those parents of missing children. We take pride in the relationships that we have built with Local, Federal, and Non-Profit agencies to bridge the Gap and bring our children home, your child..
It takes a village to raise a child and it takes and Army to bring them home safely. Proudly we are apart of that Army.

The mission of Interstate is to support people in their time of need. Wherever there is need or injustice, Interstate will offer its resources regardless of economic status or affiliation.

 Greg Mengell has 23 years experience in the investigation of missing children cases. He draws on a multitude of life experiences that give him an excellent insight into the criminal mind. He has served in VISTA – The domestic peace corp. in the early 1970’s in South/Central Los Angeles working with offenders in a diversion effort. He later worked with disturbed youth in Southern California in the mid 1970’s. After some years in the security field he was hired by CDC and is presently retired from that position with retired Peace Officer status.

He worked for several years in Aerospace Weather Satellite endeavors when a child was taken from his town. He was made aware of the seriousness of this problem which led to the founding of I.A.S.C. in the late 1980’s and its incorporation in 1990. Since then I.A.S.C. and Mr. Mengell have received awards and letters of appreciation from:

National Center for Missing and Exploited Children - 3 times
Sacramento County Board of Supervisors
Rancho Cordova Community Council

He has in recent years received one of Sacramento’s most cherished awards in the social/law enforcement field – the “Heart of a Hero” for years of dedicated work with at-risk children.

It is timely to note that Mr. Mengell is a graduate of D.O.J. (Department of Justice) classes in terrorist and intelligence Development training. He also has received training in Executive Protection from the California State Police Academy. He has been in ongoing training thru OJJDP (Office of Juvenile Justice Delinquency Prevention) and N.C.M.E.C. (National Center for Missing and Exploited Children) since 1989. He has received awards along with others in 2000 from R.C.M.P. (Royal Canadian Mounted Police) in Montreal. Mr. Mengell is a Certified I-Dent-A-Kit Operator

Rod Watson

A founding member of I.A.S.C. He graduated from Baylor University in Texas and has worked for many years as a private investigator in East Texas. He has been with Harrison County Adult Probation for two decades. Time and time again he has been called upon to handle some of I.A.S.C.’s most challenging tasks and is always ready to be of help. He was given a letter of appreciation from the National Center for Missing and Exploited Children and from I.A.S.C. for conspicuous bravery in saving his neighbors from a fugitive sexual predator. An intervention that nearly cost him his life. He has been a valued member since 1989. He and I.A.S.C. hold a recommendation from the Texas Rangers.

Paul Cross

Paul Cross has been involved with I.A.S.C. for the past 14 years. Prior to this, Mr. Cross was an intelligence specialist for the California Department of Justice with over thirty-four years of experience culminating in his work in the sexual predator unit.

Timothy Blackwell

Timothy Blackwell has been with I.A.S.C. since 1997 as a Resident Agent and Investigator.

Mr. Blackwell has over 25 years experience in Criminal Investigations and Special Security Procedures dealing with Difficult and Dangerous Assignments. Mr. Blackwell holds P.O.S.T. (Peace Officers Standards and Training) certificates from the California Police Academy where he specialized in Criminal Law, Weaponless Defense and First Respondent Medicine.

Mr. Blackwell is a Specialist in Personal Protection, Threat Analysis, Intelligence Gathering, Weaponless Defense, Criminal Profiling, Fugitive Recovery, Missing and Abused Children and High Risk Operations.

Mr. Blackwell has been responsible for the Protection and Safety of County, State and Federal High Risk individuals. He also has been responsible for the Protection and Threat Analysis of several Local, West Coast and National Corporations’ personnel and assets.

Mr. Blackwell recently has worked for a World Wide Corporation Protecting their personnel, assets and Developing an Emergency Rescue Plan. He was also instrumental in the safe recovery of a missing child from Missouri.

There have been numerous National Articles written about Mr. Blackwell who has given lectures on High Risk Operations.

Mr. Blackwell has recently taken a course on Rape and Murder Profiling with Psychological, Geographical, Criminal and Forensic Profiler Dr. Maurice Godwin. Phd.

Mr. Blackwell is currently the Resident Agent and Investigator / Profiler in Nevada for the Interstate Association for Stolen Children. Mr. Blackwell also gives lectures and classes on missing children and predators.
